The organizational structure of the Singapore Service Center for Scholarly Exchange is designed to provide comprehensive and systematic support services to international students worldwide. - Advisory and Governance Committee
Composed of seasoned experts in education and management, the committee provides strategic advice and governance support, ensuring that the center’s development direction and service quality meet international standards.
- Office of the Director
Responsible for overseeing and managing the center’s daily operations, coordinating department activities, and ensuring effective execution of strategic plans.
- International Education Services Department
Manages study application and evaluation services, providing professional guidance and document review to help students find the best educational opportunities. Additionally, it oversees short-term exchange programs and scholarship programs to support students’ academic goals.
- Student Support and Life Services Department
Provides life services for students, including accommodation arrangements, insurance, and document notarization, ensuring a comfortable and worry-free experience in Singapore. This department also organizes student social activities and cultural integration programs to promote cross-cultural understanding and interaction.
- Career Development and Resource Integration Department
Offers career planning and internship placement services to help students transition smoothly into the professional world. It also integrates educational resources from around the world and establishes partnerships with institutions to enhance students’ learning experiences.
- Research and Development Center (Singapore Center for International Management Research)
Conducts research on educational policies, trends, and management, providing data support and theoretical guidance for the center. It is also responsible for quality control and assessment, ensuring high standards in service delivery.
- Nanyang Cultural Fund
An independent cultural fund that supports students’ cultural activities and academic exchanges, promoting international students’ understanding and integration into Singapore’s culture.
- Marketing and Outreach Department
Responsible for brand building, market promotion, and outreach activities, enhancing the center’s reputation in international education and attracting more students and partners.

Team Introduction
- Prof. Chew Soon Beng
A prominent economist in Singapore, Professor of Economics at Nanyang Technological University (NTU), and founder of the Master of Applied Economics program at NTU. Former Vice Dean of NTU’s School of Public Affairs and Senior Research Fellow at the La Trobe South Institute of International Relations. Prof. Chew brings extensive expertise in economic policy and public affairs management, providing academic guidance and consulting support for the center.
- Ms. Hui Zhao
Board Member of the Nanyang Cultural Foundation, Director of the Singapore International Management Research Center, and Director of the Singapore Service Center for Scholarly Exchange; she also serves as the representative of Tsinghua University’s Continuing Education School in Singapore. With a deep background in international education and cross-cultural management, Ms. Zhao leads the center’s overall operations and oversees international educational exchange and project development.
- Dr. Will Lin
Juris Doctor, Associate Professor, Columnist, Government Think Tank Member, and Chief Researcher at the Singapore International Management Research Center, as well as a Board Member of the Nanyang Cultural Foundation. Former senior management staff at NTU, Dr. Lin possesses extensive experience in policy analysis and international relations, contributing to the center’s strategic planning, policy support, and daily operations.
- Dr. Nan Song Zhou
Psychology expert and Head of the Psychological Department at a hospital, leading a mental health team of over 30 members. Dr. Zhou specializes in student mental health research and support services, providing professional backing for the center’s student psychological support system.
- Yu Hong Wu
An information technology expert with a focus on IT system design and management. With significant experience in information infrastructure development, Mr. Wu supports the center’s digital operations through technical assistance and system administration.
